Who Can Access Okanogan County Birth Records

Washington closed its birth records on January 1, 2021, under RCW Chapter 70.58A. Under that law, certified copies of birth certificates go only to individuals who have a direct and qualifying interest in the record. The qualified list is: the person named on the certificate (if 18 or older), a spouse or domestic partner, a parent, a stepparent, a child, a stepchild, a sibling, a grandparent, a great-grandparent, a grandchild, a great-grandchild, a legal guardian, a legal representative, an authorized representative, and government agencies or courts acting officially.

Anyone outside that group can request a noncertified informational copy. The informational copy has the same birth data but is stamped to indicate it has no legal value for identification purposes. It costs $25 per copy, the same as the certified version. Valid photo ID is required for all requests. Under RCW 70.58A.530, requesters must provide documentation proving their identity and, for certified copies, their relationship to the subject. The documentation doesn't need to be elaborate, but it must be clear and legible.

Some individuals have active nondisclosure requests under RCW 70.58A.540. When a nondisclosure is in place, the record is not released to anyone except qualified requesters on the statutory list. The office will usually confirm that a restriction exists without elaborating on why.

Note: Washington's closed record rules apply to all birth certificates regardless of how old the record is, so a birth from 1950 is subject to the same access restrictions as a birth from last year.
