For faster access to births before 1921, call the state DOH at 360-236-4300 to ask about online ordering options for that earlier period. You can also review the state DOH ordering page for all available methods.
The Washington State DOH ordering methods page explains all available ways to request a Washington birth certificate, including online, by phone, by mail, and in person.
This page is especially useful for Douglas County residents seeking births from before 1921, since those records require contacting the state DOH rather than the local health district.
Douglas County Historical Birth Records
Douglas County was created on November 28, 1883, from Lincoln County. The county auditor kept birth and death records starting in 1885, as well as marriage records from the same year. Those birth and death records from 1885 to 1907 are held at the Washington State Archives. This is a notably early starting date for county-level vital records in Washington, predating many other counties that did not begin formal registration until 1891.
The Washington State Digital Archives at digitalarchives.wa.gov provides free online access to many of these pre-1907 Douglas County birth records. You can search by the child's name, parent names, gender, and year without creating an account or paying a fee. Many records include both an index entry and a scanned image of the original document. This is the recommended first stop for genealogists researching early Douglas County families in the Waterville area and the eastern Columbia Plateau region.
For births in the period from 1907 through 1920, those records are state-registered but are not held by the Chelan-Douglas Health District. They must be requested from the state DOH. The Washington State Library guide at washstatelib.libguides.com covers the full range of available research tools for Washington vital records. The State Archives genealogy resources at sos.wa.gov explain how early county-level records are organized across the state's archival collections.
The Washington State Digital Archives holds Douglas County historical birth records from 1885 through 1907 and makes them searchable for free by name and year.
The 1885 start date for Douglas County records makes this one of the earlier collections in the Digital Archives for eastern Washington counties.
Note: Records from before 1885 do not exist for Douglas County in government form, since the county itself was not created until 1883 and formal record keeping began two years later in 1885.
Access Rules for Douglas County Birth Certificates
Washington changed its vital records access rules on January 1, 2021. Under RCW 70.58A.530, certified birth certificates are limited to qualified applicants. The Chelan-Douglas Health District and the Washington State DOH both follow these rules. Qualified applicants include the person named on the certificate, their spouse or domestic partner, children, parents, stepparents, stepchildren, siblings, grandparents, great grandparents, grandchildren, great grandchildren, legal guardians, legal representatives, authorized representatives, and government agencies or courts. Those outside this list may only receive a noncertified informational copy, which cannot be used for legal or official purposes.
All requests, whether in person, by mail, or through the online portal or VitalChek, require a valid government-issued photo ID. Requests for another person's certificate also require proof of relationship. The type of proof depends on the relationship. Parents requesting a child's certificate typically show the birth certificate that lists them as the parent. Spouses show a marriage certificate. Legal guardians show court documents. The health district reviews all documentation before issuing any certificate.
Birth records are sealed for 100 years from the date of birth under RCW 70.58A.540. Once a record exceeds 100 years, it becomes publicly accessible and the qualified applicant rules no longer apply. This means births from 1925 and earlier are now open to any requestor. Genealogists and family historians researching that era can access those older records without having to demonstrate a qualifying relationship. The complete vital records statute is in RCW Chapter 70.58A.
The Washington State RCW 70.58A.530 sets the qualified applicant requirements for certified birth certificates statewide, including Douglas County births.
Reading this statute helps clarify who qualifies for a certified copy and what documentation you need to prove your eligibility.
