King County Vital Statistics issues certified birth certificates for Bellevue births. The office is in downtown Seattle at 201 S. Jackson St Suite 220. Bellevue is a large city on the east side of Lake Washington, but its vital records are handled centrally through the county seat in Seattle. In-person service is available Monday through Friday during regular business hours. Most in-person requests are processed the same day. You leave with a certified copy before you go.

There are several ways to order from King County Vital Statistics. The office counter is the fastest for same-day service. A self-service kiosk is also available at the same address. The kiosk costs $28.50 per certificate and is handy if the line is long or you prefer to work through the process on your own. The Bellevue City Clerk's office at bellevuewa.gov handles city-level administrative records. That office does not issue birth certificates. Birth records are a county and state function. Do not contact Bellevue City Hall for a certified birth certificate.

The city website is useful for other government services, but for birth certificates and vital records, King County is your correct contact.

Washington State became a closed-record state for birth certificates on January 1, 2021. This change came under RCW 70.58A. Under that law, certified copies of birth records are only available to eligible requestors. If you are the person named on the record and are 18 or older, you can get a copy. Parents and legal guardians can get copies for minors. Adult siblings, adult children, and grandparents with a documented need may also qualify. Attorneys acting on behalf of an eligible party and certain government agencies are also permitted.

When you go in person, bring a government-issued photo ID. A Washington driver's license or state ID card works. A U.S. passport, military ID, or tribal ID also works. You fill out a request form at the counter. If you are requesting a record for someone else, you may need to show proof of your relationship, such as your own birth certificate or a guardianship document.

Mail-in requests work the same way. You send a completed application form and a photocopy of your ID. Include payment by check or money order. Mail requests take longer than in-person visits, typically a few weeks depending on current processing volume.

Note: Informational copies are available to anyone but state clearly on the document that they are not valid for legal use. A certified copy is needed for passports, school enrollment, and most official purposes.

Puget Sound Regional Archives and Bellevue Birth Records

The Puget Sound Regional Archives operates a branch at the Bellevue College campus. This archive is part of the Washington State Archives system and focuses on local government records from King, Kitsap, Pierce, and other Puget Sound counties. It does not typically hold vital records in the same form as the county health office. But it does hold records related to government administration, property history, tax parcels, and historical documents that can supplement birth record research.
