Eligibility and Informational Copies

Washington has been a closed-record state since January 1, 2021. Certified birth certificates are available only to qualified applicants under RCW 70.58A.530. Qualified applicants include the subject of the record (if 18 or older), their spouse or domestic partner, a parent or stepparent, a child or stepchild, a sibling, a grandparent, great-grandparent, grandchild, or great-grandchild, a legal guardian, a legal representative, an authorized representative, and government agencies or courts.

Informational copies became available beginning in 2021 for genealogical research. These copies are issued on plain white paper with a watermark that reads "informational only." They cannot be used to establish identity or citizenship and are not accepted for passports, driver's licenses, or school enrollment. For genealogy purposes, informational copies are a useful tool because they carry the same information as a certified copy but are available to any member of the public.

Bring a valid government-issued photo ID to the office. If you are requesting a certified copy for a family member, bring documentation that proves the relationship. Examples include a birth certificate showing parentage, a marriage certificate, or a legal guardianship document. The fee is the same whether you request a certified or informational copy, and it is not refunded if the record is not found.

If you need a copy of the record for legal use, only a certified copy will work. Make sure you know which type you need before ordering. The Washington DOH FAQ on certificates explains the difference in detail and covers what each type can and cannot be used for.

In-person requests at 314 West Main Street are the fastest option for Walla Walla County residents. Arrive at least 30 minutes before closing. Bring your ID, any required supporting documents, and payment by cash, debit, or credit card. Staff can typically process the request while you wait.

Mail requests should go to P.O. Box 1753, Walla Walla, WA 99362. Include a completed application, a photocopy of your valid ID, proof of relationship if applicable, and a money order for $25. Mail orders take longer to process, so plan ahead. Do not send cash by mail.

Online ordering through VitalChek is the most convenient option if you cannot visit the office. VitalChek processes most orders in 3 to 7 business days and ships directly to your address. Online orders carry additional fees: $25 base fee + $8.50 service fee + $7.00 shipping. Phone orders are available at 1-866-687-1464 with similar fees.

You can also order through the Washington State DOH at PO Box 9709, Olympia, WA 98507. State mail orders take about 8 to 10 weeks, which is significantly longer than local office or VitalChek orders. For in-person appointments at the state office in Tumwater, call 360-236-4300.

Historical Walla Walla County Birth Records

Walla Walla County has some of the earliest surviving vital records in eastern Washington. The Walla Walla County Health District Birth Records from 1889 to 1907 exist in archives. City of Walla Walla city records covering January 3, 1883 to December 31, 1922 are held at the State Archives. County birth records from May 30, 1892 to August 11, 1907 are also available.

These records predate the state's centralized registration system. The city of Walla Walla kept its own vital records for several decades, giving researchers access to births recorded by the city as well as those recorded by the county. Both collections are held by the Eastern Regional Branch archives, reachable at (509) 235-7508. The Eastern Regional Archives serves the needs of genealogists and researchers working with older eastern Washington records.

The Washington State Digital Archives has digitized portions of these early collections and provides free online access. Search by name, date, and county to find entries. The Soundex phonetic search is useful for records where spelling was inconsistent. For researchers who need physical access to records not yet digitized, the Eastern Regional Archives is the appropriate contact.

The Washington Secretary of State genealogy resources page and the State Library genealogical guide both list Walla Walla County holdings and can help you identify what is available in microfilm or digital format.

The Digital Archives holds early Walla Walla County birth records going back to the 1880s, available free online for anyone doing genealogical research.

Note: The city of Walla Walla maintained its own vital records from 1883 through 1922, separate from the county records. Both sources may be needed for complete research coverage of the same time period.

Washington Birth Record Access Law

All Washington birth records are governed by RCW Chapter 70.58A. This chapter covers the registration of births, the maintenance of records, and who can access them. The closed-record rules that apply at the Walla Walla County Community Health office are set by this statute and apply equally across all 39 Washington counties.

Under RCW 70.58A.540, certain records may have nondisclosure protections that limit access even to qualified applicants. This is typically relevant in cases involving confidential adoptions or safety concerns. If a record appears to be protected, contact the state DOH at 360-236-4300 or by email at ContactCHS@doh.wa.gov for guidance.
