San Juan County Birth Records

San Juan County birth records are issued by San Juan County Health in Friday Harbor for Washington births from July 1, 1907 to present. The county is an island jurisdiction accessible by ferry, so understanding your options before traveling is important. Three methods are available: walk-in at the Friday Harbor office, mail, or online through VitalChek. This page covers all three, explains who qualifies for certified copies, outlines fees, and describes the county's historical birth records going back to the 1870s. Corrections to birth certificates must go through the Washington State DOH, not the county office.

Who Qualifies for Certified Copies

Washington's vital records law closed birth records on January 1, 2021. Under RCW 70.58A.530, certified copies are limited to qualified individuals. The qualifying list includes: the person named on the certificate (if 18 or older), a spouse or domestic partner, a parent, a stepparent, a child, a stepchild, a sibling, a grandparent, a great-grandparent, a grandchild, a great-grandchild, a legal guardian, a legal representative, an authorized representative, and courts or government agencies acting in official roles.

Noncertified informational copies are available to anyone with valid ID. These copies contain the same birth data as certified copies but are stamped to indicate they cannot be used for legal identification. The fee is $25 regardless of which type you request. For certified copies submitted by mail, include a legible copy of your photo ID and documentation of your qualifying relationship. Documentation can be a birth certificate showing parentage, a marriage certificate, or a court order establishing guardianship or representation. Incomplete requests will be returned without processing.

Under RCW 70.58A.540, some individuals have nondisclosure requests on file. In those cases, the county health office will not release the record to anyone outside the qualified list, and even informational copies may be restricted. The office will confirm that a record exists but has a restriction, without providing the reason for it.

Note: For mail requests to San Juan County Health, send cash or check payable to San Juan County; credit card payments are only available through the VitalChek online system, not by mail.

Historical San Juan County Birth Records

San Juan County's historical birth records are among the older local collections in Washington. The County Auditor birth registers cover 1891 through 1907 and include 409 recorded entries. Beyond that standard range, the collection also includes some records from 1878, 1881, 1886, and 1890, making it one of the few county collections with documented births before the 1891 registration requirement. The archive reference is GEN MICRO 979.799. These records are searchable by parent names, child's name, gender, and year. A Soundex index is available, which helps researchers find records when the spelling of a name is uncertain.

Washington Birth Record Statutes

Birth records in Washington are governed by RCW Chapter 70.58A, the Revised Uniform Vital Statistics Act. The statute sets out the rules for registration, access, amendment, and nondisclosure. The closed record provisions that took effect January 1, 2021 apply to all Washington counties equally, including San Juan. The same qualified requester list and documentation standards apply whether you order from the Friday Harbor office or from the state DOH in Tumwater.

Corrections to existing birth certificates are governed by the same chapter. San Juan County Health does not process corrections locally. Any change to the information on a birth certificate must go through the Washington State DOH, which reviews amendment requests and determines whether supporting documentation meets the standard for making a change. The process can take several weeks depending on the nature of the correction and the documentation available. Contact the state DOH for specific instructions before submitting a correction request.

RCW Chapter 70.58A governs the creation, access, correction, and nondisclosure rules for all Washington birth records including San Juan County.
