To order by mail, complete the Washington State Certified Birth Certificate Application and fax it to 360-385-9401 or mail it to 615 Sheridan St, Port Townsend, WA 98368. Include a copy of your valid ID and, if applicable, proof of your relationship to the person named on the record. Certificates are available for pickup or are mailed out the next business day after the request is processed. The $25 fee is nonrefundable.

Ways to Order a Jefferson County Birth Certificate

All fees across all ordering methods are nonrefundable. Make sure the birth information you provide is accurate before submitting your application. Washington Law and Who Qualifies

Washington birth records are governed by RCW Chapter 70.58A. The law was significantly updated in 2021 when Washington became a closed record state for certified birth certificates. Before the change, birth certificates were more broadly accessible. Under the current framework, only qualified applicants can receive a certified copy, which is the type accepted for passports, driver's licenses, and other legal purposes.

Qualified applicants under RCW 70.58A.530 include the person named on the record, their spouse or domestic partner, children, parents, stepparents, stepchildren, siblings, grandparents, great-grandparents, grandchildren, great-grandchildren, legal guardians, legal representatives, authorized representatives, and government agencies or courts with a lawful purpose. If you fall outside this list, you can still request a noncertified informational copy. Informational copies are available to any member of the public and show the same record data but are not valid for legal use.

Some birth records carry a nondisclosure flag under RCW 70.58A.540. These protections are most often associated with adoption or sealed parentage. Even a qualified applicant may face additional requirements if a nondisclosure restriction applies. The DOH will explain the process if your request runs into this type of restriction.

Jefferson County was one of the original counties of Washington Territory, created on December 22, 1852. The county has one of the oldest local birth record collections in the state.
