The Washington State DOH Vital Records office is the primary source for certified Garfield County birth certificates. You can reach the state office by phone at 360-236-4300, Monday through Friday from 9 a.m. to 2 p.m. Mail requests go to PO Box 9709, Olympia, WA 98507. In-person visits to the state office at 111 Israel Road SE, Tumwater, WA 98501 require a scheduled appointment. The standard mail processing time is eight to ten weeks.

Phone orders go through 1-866-687-1464. The base fee is $25 per certified copy. Online and phone orders carry additional VitalChek and processing fees on top of that. How to Order a Certified Birth Certificate
To get a certified copy of a Garfield County birth certificate, you'll need to submit a completed application along with a valid photo ID. Mail is the lowest-cost option at just the $25 per-copy fee, but it takes the longest. Washington became a closed record state on January 1, 2021. This means only qualified applicants can receive a certified copy. If you are not on the qualified list, you may still request a noncertified informational copy. That type of copy has the same data but is marked as not usable for legal or official purposes. Washington Vital Records Law
Birth records in Washington are governed by RCW Chapter 70.58A. This chapter sets the rules for how birth records are registered, who can access them, and what protections apply to sensitive information. The law applies to all Washington counties, including Garfield.
The qualified applicant list under RCW 70.58A.530 covers the person named on the record, their spouse or domestic partner, children, parents, stepparents, stepchildren, siblings, grandparents, great-grandparents, grandchildren, great-grandchildren, legal guardians, legal representatives, authorized representatives, and government agencies or courts acting under legal authority. Proof of identity and, where applicable, proof of relationship is required for all certified copy requests. If you don't qualify, ask about an informational copy instead.
RCW 70.58A.540 addresses nondisclosure protections on certain birth records. Some records have a flag that limits who can access them, even among qualified applicants. This provision most often applies to records that touch on adoption, sealed parentage, or similar sensitive circumstances. Historical Garfield County Birth Records
Garfield County was created on November 29, 1881, from Columbia County. The county seat has always been Pomeroy. Early birth records for the county date back to 1891, when Washington began requiring county-level registration. The Garfield County Auditor holds birth and death records from 1891 through 1907 and marriage records starting in 1882. For births before 1891, no formal registration records exist in most cases.
